Important Notice for PASSPORT / PCC / EC / SC Applicants

The Ministry of External Affairs, Government of India, has migrated from Global Passport Seva Version 1.0 to Global Passport Seva Version 2.0 (PSP 2.0) with effect from 03 September 2025.

All applicants are STRICTLY required to comply with the following:

Mandatory Requirements

  1. Upload an ICAO-compliant photograph and signature in the online application.
  2. Upload all relevant supporting documents online, including:
    • TRC copy
    • Old passport copy
    • Marriage certificate
    • Address proof
    • Change of appearance form (if applicable)

If you cannot find a specific document category, please combine all documents into a single PDF and upload it.

Applications that do not meet the above requirements will NOT be accepted or processed.

Fee Payment Instructions

For Romanian Residents

  • Fees will be accepted ONLY via a valid card at the Embassy counter.

For Moldova Students

  • You may courier your application following all instructions above.
  • Transfer the applicable service fee as mentioned on the website plus:
    • RON 10.00 (ICWF fee)
    • RON 2.50 (Bank transfer charge)
  • Include payment proof when amount is credited in Embassy’s account and share a copy mentioning (transaction ID, date, and amount) along with your application and original passport/other valid documents .
  • When making the online payment, enter your Name and Application Number in the payment reference.

The Embassy will not respond to status inquiries if the required documents or payment proof are missing.

Processing Time

  • PASSPORT / PCC processing time is minimum 4–6 weeks.
  • You will receive an email notification or call on your LOCAL mobile number when your Passport/PCC/SC/EC is ready.
  • Collection timing: 4:00–5:00 PM on any working day.

Apply for Emergency Certificate (EC):

An Emergency Certificate (EC) is a one-way travel document to India. EC can be issued only on an individual’s formal request along with duly filled in the prescribed application form. EC is issued to those citizens of India to whom a new passport cannot be issued.

For the abovementioned services, the applicant has to visit https://embassy.passportindia.gov.in/ and follow the below steps:

a) Select "Europe" as Region and "Romania" as the Country.
b) A new page will open. Click on Register to apply for passport services and fill out the form and then click on Register
c) You will receive an email for account activation. Click on the activation link, and activate the account.
d) Click on "User Login" and enter the Login Id and Password created during the registration process. 
e) Click on the link of the required service.
f) Fill in the form and submit it online.
g) Printout of online submitted application form duly signed and affixed with recent color photographs along with required documents, and the applicable fee has to be submitted at the Embassy on the appointed time (Schedule Appointment).
 

Documents required:

  1. Duly signed print-out of online submitted application
  2. Police report for loss of passport (in original)
  3. Copy of Passport
  4. Other Indian identity cards and copy of valid proof of residence
  5. Fee of 80 RON (70 RON -service fee + 10 RON -ICWF)
  6. Three (03) photographs 
  7. Duly filled-in Annexure F
