How to Apply
Please fill up the online application form as per the requirements detailed below.
After submitting the application online, visit the Embassy on any working day with:
- Printed copy of the online application form
- Original documents:
- TRC
- Passport
- Other applicable supporting documents
- One copy of all uploaded documents
No appointment is required.
Submission Time
- 9:30 AM – 12:30 PM
- Working days only
Mandatory Requirements
All applicants must strictly comply with the following requirements.
Upload Photograph & Signature
You must upload:
- ICAO-compliant photograph
- High-quality photograph with white background
- Clear horizontal signature fitted properly inside the box
- Signature background should be white
Important
- Dark, unclear, too small, or improperly uploaded signatures and blurred photos will be rejected.
Required Supporting Documents
Upload all relevant documents online when filling up the application at Passport Seva at Indian Embassies and Consulates Portal
Mandatory Documents for all services
- TRC copy / Valid Visa / Residency Status
- Old passport copy
Additional Documents (If Applicable)
- Marriage certificate (If Spouse name is to be entered in passport)
- Must be apostilled if issued in a foreign country else attested by State or Central Govt. of India.
- Police report + old passport copy
- Mandatory for lost passport cases
- Address proof / Name change proof
- Change of appearance form
- Relevant annexures/forms
- Form D & Form F for minor child applications
- Naturalization certificate + foreign passport
- Required only for Surrender Certificate applications
If a document category is unavailable online:
- Combine all documents into a single PDF and upload it.
Applications missing required uploads will not be processed.
How to Pay for Passport / EC / PCC / SC Services
For Residents of Romania
- Fees are accepted only by valid bank card at the Embassy counter.
- Bank charges and ICWF charges of RON 10 are extra, in addition to the basic service fee.

For Students / Residents in Moldova
Applications may be sent by courier after:
- Online submission of the application
- Upload of all required documents as detailed above
Original passport and payment proof (Transaction ID, DATE, AMOUNT, REFERENCE NAME) must be sent along with the application and supporting documents via courier.
The Embassy does not pay for incoming or outgoing couriers.
Please use prepaid courier services only.
Additional Charges
Along with the applicable service fee, add:
- RON 10.00 — ICWF fee
- RON 2.50 — Bank transfer charge

How Much Processing Time?
Passport / PCC
- Minimum processing time: 4–6 weeks
EC / SC
- Usually issued within 2–5 working days
How Will You Know if Passport / PCC / EC / SC is Ready?
You will receive:
- Email notification on the email entered in the application form, or
- Phone call on your local mobile number, please provide LOCAL ROMANIAN/MOLDOVIAN mobile number.
when your document is ready.
How to Collect Passport / PCC / EC / SC
In-Person Collection
Collect your document:
- At the Embassy counter
- Between 4:00 PM – 5:00 PM
- On any working day
Please bring:
- Original fee receipt issued at the time of submission
Prepaid Courier Pickup
Book a prepaid courier (payment must be made directly to the courier company first).
Then email at VISA.BUCHAREST@MEA.GOV.IN the following:
- Complete AWB copy in PDF format (with barcode)
- Copy of fee receipt given at time of submission of application or the ARN number if from Moldova (BARCODE NUMBER at top of the application number)
