Frequently Asked Questions (FAQs)

1. Where can I apply for Passport, PCC, EC, or Surrender Certificate services?

Applications must be submitted online through the LINK :  Passport Seva at Indian Embassies and Consulates Portal  

Select:

  • Region: Europe
  • Country: Romania

2. Do I need an appointment to submit my application?

No. Applicants may visit the Embassy on any working day during submission hours. No prior appointment is required.

3. What are the submission timings?

Applications can be submitted at the Embassy counter on working days between:

9:30 AM – 12:30 PM

4. What documents should I bring when submitting my application?

Please bring:

  • Printed copy of the online application form
  • Original Passport
  • Original TRC (Temporary Residence Card) or applicable residency document
  • Original supporting documents, if applicable
  • One photocopy of all uploaded documents

5. Is it mandatory to upload a photograph and signature online?

Yes. All applicants must upload:

  • An ICAO-compliant photograph
  • A high-quality photograph with a white background
  • A clear horizontal signature fitted properly inside the designated box
  • Signature on a white background

Applications with dark, blurred, unclear, improperly cropped photographs or signatures may be rejected.

6. Which documents are mandatory for all passport-related services?

The following documents are mandatory:

  • TRC copy / Valid Visa / Residency Status proof
  • Copy of the old passport

7. What additional documents may be required?

Depending on the service requested, additional documents may include:

For adding spouse name

  • Marriage Certificate
  • If issued outside India, it must be apostilled
  • If issued in India, it must be attested by the State Government or Government of India

For lost passport cases

  • Police Report
  • Copy of the old passport

For changes in personal details

  • Address proof
  • Name change proof
  • Change of Appearance Form
  • Relevant annexures/forms

For minor applicants

  • Form D
  • Form F

For Surrender Certificate applications

  • Naturalization Certificate
  • Foreign Passport

8. What if the required document category is not available on the online portal?

Combine all supporting documents into a single PDF file and upload it under the available category.

Applications with missing mandatory uploads will not be processed.

9. How can residents of Romania pay the application fee?

For residents of Romania:

  • Fees are accepted only by valid bank card at the Embassy counter.
  • ICWF charge of RON 10 and applicable bank charges are additional to the service fee.

10. How can students or residents in Moldova submit their applications?

Applicants in Moldova may send their applications by courier after:

  • Completing the online application
  • Uploading all required documents online
  • Sending the original passport
  • Sending proof of payment
  • Sending all supporting documents

Applications without complete documentation or payment proof will not be processed.

11. What additional charges apply to courier applications from Moldova?

In addition to the applicable service fee, applicants must include:

  • RON 10.00 – ICWF Fee
  • RON 2.50 – Bank Transfer Charge

13. Does the Embassy arrange courier services?

No.

  • The Embassy does not pay for incoming or outgoing courier services.
  • Applicants must use prepaid courier services only.
  • The Embassy is not responsible for courier-related delays, loss, or other issues.

14. How long does processing take?

Passport and PCC

Minimum processing time is approximately 4–6 weeks.

Emergency Certificate (EC) and Surrender Certificate (SC)

Usually issued within 2–5 working days.

Processing times are indicative and may vary depending on verification requirements.

15. How will I know when my document is ready?

The Embassy will notify applicants through:

  • Email (provided in the application form), or
  • Phone call to the local Romanian or Moldovan mobile number provided

Please ensure your contact details are accurate and active.

16. How can I collect my Passport, PCC, EC, or SC?

In-Person Collection

Documents may be collected:

  • At the Embassy counter
  • On any working day
  • Between 4:00 PM – 5:00 PM

Please bring the original fee receipt issued at the time of submission.

17. Can my document be returned by courier?

Yes.

Applicants must first arrange and pay for a prepaid courier service directly with the courier company.

After booking the courier, send an email to:

VISA.BUCHAREST@MEA.GOV.IN

with:

  • Complete AWB copy in PDF format (showing barcode)
  • Copy of the fee receipt issued at the time of submission

For applicants from Moldova, the ARN number (barcode number appearing at the top of the application form) may be provided instead.

18. Can I check the status of my application by contacting the Embassy?

Status inquiries may not be answered if:

  • Required documents are incomplete, or
  • Payment proof has not been submitted

Applicants are advised to ensure all documentation and payment details are correctly submitted.

19. What should I do if I have other questions, grievances, or require assistance?

Applicants may attend the Embassy's Open House on any working day between:

4:00 PM – 5:00 PM

for assistance, clarification, or grievance redressal.

20. What are the most common reasons for application delays or rejection?

Common reasons include:

  • Missing mandatory documents
  • Failure to upload required supporting documents
  • Blurred or non-compliant photographs
  • Improperly uploaded signatures
  • Incomplete application forms
  • Missing payment proof (for courier applications)
  • Non-prepaid courier arrangements

Applicants are advised to carefully review all requirements before submission.
